The Position

The Director of Engineering leads the Engineering Department, including directing professional engineering and administrative work related to engineering, traffic engineering, development, construction, utilities, and environmental compliance. The Director promotes the City’s goals and priorities, vision, values, and the “Yuma Way.”

The Director serves as an expert advisor and provides advice and counsel to City leadership. The Director of Engineering routinely responds to questions or issues raised by the City Council, City Administrator, other departments, outside agencies, and the public and works collaboratively to ensure engineering issues are properly addressed and resolved. The Director establishes and maintains cooperative working relationships with City employees, officials, and representatives from other local, State, and Federal agencies.

The Director develops and oversees the department budget and performs contract administration duties, including negotiating and recommending contract terms, evaluating performance, and ensuring compliance to warranty and contract agreements. The Director of Engineering oversees the development of plans and specifications for capital projects, including the development and construction of a wide variety of municipal public works and utilities projects.

The Director has seven direct reports, including an Assistant Director of Engineering, two Engineering Managers, a Traffic Engineer, an Inspections Supervisor, a CIP Administrator, and an Administrative Specialist. Together the team ensures high-quality standards, provides excellent services, and works collaboratively to resolve issues. This position reports to a Deputy City Administrator.


  • Develop strong working relationships with City leadership, department directors, Engineering Department staff, and other key staff members.
  • Establish a culture of teamwork and trust, encourage collaboration between team members, and be an advocate for staff.
  • Recruit and hire key Engineering staff positions.
  • Identify training opportunities and encourage employee growth and development.
  • Implement the FY 2022 Capital Improvement Program totaling $158 Million and containing 77 projects.
  • Identify and prioritize Engineering projects and activities to ensure alignment with the City’s Strategic Plan.
  • Continue efforts to implement an Intelligent Traffic System and stay on track for design in FY 2023 and construction in FY 2024.
  • Continue efforts to develop a downtown multimodal transportation center in the historic Hotel Del Sol facility.
  • Take the necessary time to learn and understand the Yuma community. Develop and maintain positive relationships and effectively partner and collaborate with the development community.

At least six (6) years of experience in civil engineering, including leadership and management responsibility for planning and directing major aspects of public works and utilities engineering projects, is required. Registration as a Professional Engineer by the State of Arizona State Board of Technical Registration is also required, or applicants must have the ability to obtain within six (6) months of hire. A bachelor’s degree in Engineering is essential. An equivalent combination of experience and education that enables success as the Director of Engineering will be considered. A valid Arizona State Driver’s License or the ability to obtain one is required.

Prior experience in a municipal engineering department in a similar size community is preferred. Demonstrated experience developing and managing plans, budgets, policies, and procedures is ideal, as is the ability to prioritize and lead multiple tasks, projects, and demands. An ongoing commitment to environmentally responsible and resource-efficient public works maintenance techniques is valuable. Knowledge of federal regulations, Arizona Revised Statutes, and regional ordinances governing civil engineering is preferred.

The City of Yuma is a full-service council-manager local government and is governed by a charter, Arizona state statutes, and an adopted Strategic Plan. The City Administrator is appointed by the City Council and is responsible for all city operations.

The City employs 1,200 full-time, part-time, and seasonal employees and has 14 departments committed to providing outstanding services to the community. Yuma’s FY 2022 annual budget is $522.4 Million (all funds).

The Engineering Department is committed to enhancing the City of Yuma’s quality of life by delivering a quality-built environment; being responsible stewards of public resources; effectively managing the City’s transportation system; and providing project management, design, permitting, and inspection services for all infrastructure constructed in the public right-of-way.

With a fiscal year 2022 budget of $3.5 Million, the Engineering Department is staffed by a talented and dedicated group of professionals, including 28 full-time employees who hold 13 professional licenses and over two dozen industry professional certifications. Engineering relies on both City staff and private, professional service firms to perform design, construction management, materials testing, and inspection of City projects, and work completed in the public right-of-way by private developers to ensure that all infrastructure is built to City standards. Engineering provides these services through five sections: Development Engineering, Field Operations, Traffic Engineering, Design and Construction Management, and Engineering Support Services.

Compensation and Benefits

The salary range for the Director of Engineering position is $109,245 – $152,944. Salary will depend on qualifications and includes a robust benefits package and relocation assistance. Residency within City of Yuma limits is required within eighteen months of appointment.
