The Position

The Spokane Regional Health District (SRHD) seeks a dynamic and progressive Human Resources Manager to provide strategic leadership and plan, organize, and direct human resources programs and activities. The Manager oversees personnel processes and employee actions agency-wide and ensures they are appropriate, equitable, and consistent. The Human Resources Manager is also responsible for ensuring the agency is in a competitive position to attract and retain highly skilled employees. Reporting to the Deputy Administrative Officer, the Human Resources Manager is an active member of the Executive Leadership Team and Joint Management Team and participates in establishing public health goals for the agency.

The Human Resources Manager provides leadership and guidance for complex labor relations, employee relations, and risk mitigation efforts. The Manager provides direct oversight for recruitment and selection, classification and compensation, benefits administration, workforce development, and leave administration. This position also oversees job audits and analysis, data and systems management (HRIS), safety, workers compensation, employee recognition, and other human resources processes and programs. In addition, the Human Resources Manager advises, consults with, and oversees the training of managers and supervisors regarding human resource and labor relations laws, issues, policies, strategies, and guidelines.

The Human Resources Manager develops and manages the Human Resources budget and collaborates with leadership and staff to develop annual and long-term goals and objectives, strategies, and work plans. This position manages four direct reports, including two Human Resources Associates and two Human Resources Generalists. Working with staff to develop and monitor goals and objectives, the Human Resources Manager provides regular feedback and actively supports staff growth and development.

Priorities

  • Take the necessary time and effort to form and maintain excellent working relationships throughout the agency. Build trust and rapport with leadership, managers, supervisors, and employees to align the workforce with the agency’s mission, vision, and values.
  • Transform the Human Resources Department from transactional to strategic. Evaluate and modernize policies, processes, programs, and technologies to align with the growing, changing, and evolving needs of the agency. 
  • Collaborate with Information Technology and Human Resources staff to implement the new HRIS system, UKG. As part of the implementation, streamline processes, identify opportunities for efficiency, and drive uniformity in all Human Resources functions.
  • Establish strong, positive, and productive labor relations. Ensure proactive communication, engage in good faith contract negotiations, and develop mutually beneficial agreements that support the best interests of employees and the agency. 
  • Continue to support employee growth and development. Formalize training programs and create additional learning opportunities for leadership and management competencies focusing on employee engagement, empowerment, and retention. 
  • Enhance partnerships with local colleges and universities. Strengthen and enhance internship and clinical rotation programs that provide meaningful learning opportunities and improve the recruitment pipeline. 
  • Continue to navigate the vaccine requirements. Collaborate with leadership and management to evolve the strategy and properly support the organization through the ongoing effects of the requirement.

The new Manager has a strong foundation in all human resources functions with demonstrated success working with unions to improve labor relations. The ability to manage investigations, grievances, and EEO complaints with a successful track record of resolving issues is essential.

The Human Resources Manager leads and empowers staff and promotes a culture that embraces change for the better. An approachable leader, the successful candidate models behaviors expected throughout the agency, including collaboration and sound customer service. Importantly, the Human Resources Manager motivates and encourages staff to maximize their skills and capabilities to best serve the needs of the health district and the community.

Qualifications

Eight or more years of related professional experience in Human Resources, including five years of management experience. Proven and extensive experience in labor relations, including contract negotiations, interpretation, and administration, is essential. Thorough knowledge of Human Resources practices, procedures, and employment laws and regulations are required. Prior experience leading change and transformation in Human Resources is highly desired.

A bachelor’s degree in Human Resources Management or related field is required, with a master’s degree preferred. An equivalent combination of experience and education that enable success as the Human Resources Manager will be considered.

Spokane Regional Health District (SRHD) is one of 35 public health agencies serving 39 counties in Washington State. As a leader and partner in public health, the Health District protects, improves, and promotes the health and wellbeing of all people through evidence-based practices.

One of the first agencies to be accredited through the Public Health Accreditation Board, SRHD operates on a $45.5 Million annual budget, with more than half the revenue from federal, state, and local grants. Other funding sources include service fees, permits, donations, operating reserves, and local government assistance. Currently, SRHD employs over 290 highly skilled staff dedicated to advancing initiatives in 40 programs. The programs are organized within seven divisions, each managed by a separate division director: Community Health, Disease Prevention and Response, Environmental Public Health, Treatment Services, Quality Planning and Assessment, Public Information and Government Affairs, and Administration.

Governed by a 12-member Board of Health, the Health District unites the two cities of Spokane and Spokane Valley, along with the small cities of Spokane County, in a cooperative effort to oversee all matters regarding public health. The Board creates and promotes prudent health policy, ensures compliance with applicable chapters of state law, local ordinances, and resolutions, and actively invites participation by all persons and organizations interested in public health.

The Community

The two cities of Spokane and Spokane Valley, in partnership with the small cities of Spokane County, comprise the hub of eastern Washington’s communities. The City of Spokane’s population is just over 200,000 and is the second-largest city in Washington State. Spokane Valley is the largest suburb of Spokane and is home to just over 100,000 residents; Spokane County is home to over 500,000 residents.

The greater Spokane area has four beautiful seasons and is surrounded by more than 70 lakes within a 50-mile radius. It is within easy driving distance to several ski resorts and has a picturesque Spokane River and falls that flow through the heart of Spokane’s newly revitalized downtown. Compensation and Benefits

The salary range for the position is $78,150 – $121,236 and will depend on the qualifications of the successful candidate. Spokane Regional Health District offers a wide range of benefits as part of its total compensation package.
